The European Commission (DG Grow) has tasked the Centre for Strategy and Evaluation Services (CSES) and Spark Legal and Policy Consulting to carry out the impact assessment of the New Legislative Framework, as per Regulation (EC) 765/2008 (setting out the requirements for accreditation and market surveillance relating to the marketing of products) and Decision 768/2008.
Background
Adopted in 2008, the New Legislative Framework aims to improve the internal market for goods and strengthen the conditions for placing a wide range of products on the EU market. It is a package of measures that aim to improve market surveillance and boost the quality of conformity assessments. It also clarifies the use of CE marking and creates a toolbox of measures for use in product legislation.
The European Commission is currently revising the New Legislative Framework to adapt to the digital and green transitions.

Targeted Survey - New Legislative Framework (NLF)
Input is specifically sought from national competent authorities, industry representatives and economic operators, conformity assessment bodies, national accreditation bodies, consumer organisations and professional end-users.
The survey will be open until 12 March 2026.
The European Commission has confirmed that the survey is completely anonymous; responses will be reported in an aggregated manner only.
